How the Rajya Sabha works
The Rajya Sabha is the upper house of India’s Parliament. It represents the States and Union Territories. Most of its members are elected indirectly: the elected members of each State Legislative Assembly vote by proportional representation, using the single transferable vote. The President nominates twelve members for their expertise in literature, science, art and social service.
The House is a permanent body and is not dissolved. Members serve six-year terms, and about one-third of them retire every two years. The Vice-President of India is the House’s ex-officio Chairman.

Leader of the House
The Rules of Procedure and Conduct of Business in the Council of States define the Leader of the Council as the Prime Minister, if the Prime Minister is a member of the House. Otherwise it is a minister who is a member of the House and is nominated by the Prime Minister to act as Leader. The Prime Minister sits in the Lok Sabha, so the Rajya Sabha’s Leader of the House is a minister nominated to the role.
By parliamentary practice, the Leader of the House speaks for the Government’s side in arranging the business of the House. The Leader consults the Chairman on the sittings and programme of the House and is the Government’s main point of coordination with other parties during a session. Earlier holders include Arun Jaitley, Thaawarchand Gehlot and Piyush Goyal. Jagat Prakash Nadda succeeded Piyush Goyal in June 2024.
